InspIRCd 3.8.0 through 3.9.x before 3.10.0 allows any user (able to connect to the server) to access recently deallocated memory, aka the "malformed PONG" issue.
The product specifies permissions for a security-critical resource in a way that allows that resource to be read or modified by unintended actors.
